If a container needs to sit on a public street instead, each Borough or Township handles that within its own limits — Borough of West Chester, PA for addresses inside West Chester Borough itself. Pennsylvania's local government structure is genuinely unusual: every one of the 10 communities we serve is either an incorporated Borough (like West Chester itself) or a Township with its own real, elected government — never merely "unincorporated" the way it can work in some other states. The one exception is Exton, a well-known place name with no borough or township of its own, governed directly by West Whiteland Township.
